Professional Experience
Following graduation from
the University of New Brunswick Law School and admission to the
New Brunswick Bar, the Hon. Robert J. Higgins launched his legal
career in Saint John.
In 1964 he was elected to
the Saint John City Council and was named Deputy Mayor in 1966.
In the 1967 provincial election he was elected as a Saint John
MLA and was appointed to Cabinet as Minister of Economic Growth.
Subsequently, he was re-elected in 1974 and again in 1978.
He resumed the practice of
law and was appointed Queen's Counsel in 1978. In 1979, he was
appointed to the Bench and in 1990 received an honourary D.C.L.
degree from UNBSJ.
Throughout his career, he
was a respected jurist who, in his later years was particularly
recognized for his successful mediation skills. In 1999 he
achieved supernumerary status and retired from the Bench in 2009

Mr. Justice Higgins resides
in Saint John with his wife, Rosemary. They have four children
and eight grandchildren.
